Where does the pinout data and technical specification come from?

The pinout data and technical specifications are based on official manufacturer datasheets as well as publicly available documentation and community resources. As PinoutDatabase is an independent project maintained by me as an individual, I strive for high accuracy, though inadvertent mistakes can still happen.

Can I use the graphics and how are they created?

The SVG vector files and PNG graphics are free to download and use for private/personal purposes. Depending on the component, the diagrams are either crafted manually or generated automatically based on package footprint and pin definitions.
